Lake Land'Or and Lake Caroline are two planned lake communities in Ruther Glen, an unincorporated community in Caroline County, VA, and each one has its own property-owner association. Buying a home or lot in either means paying association dues in addition to the county real estate tax and following the association's rules, so ask for the resale documents early. ASJ Realty's current listings are on All Properties.
Two planned lake communities in Ruther Glen
Ruther Glen, ZIP 22546, is near I-95 and State Route 207, about 30 miles north of Richmond, and includes the Carmel Church interchange on I-95. Lake Caroline and Lake Land'Or are both in Ruther Glen.
- Each is its own Census place. The Census counts each lake community as its own census-designated place, even though both are part of Ruther Glen.
- Each has an association. Both have a property-owner association, with dues and rules of its own.
- Neither is a town. Ruther Glen is unincorporated, so no town tax applies.
Two elementary schools are in Ruther Glen: Lewis and Clark Elementary (18101 Clark and York Blvd) and Madison Elementary (9075 Chance Place). Older students attend Caroline Middle and Caroline High in Milford. Confirm the school for an address with the division.
Lake Land'Or: the gate, guest passes and storage
Lake Land'Or is a gated, private community off Welsh Drive (555 Welsh Drive, Ruther Glen 22546). It has two sides, Heritage and Land'Or, a guest-pass system, and boat and RV storage. Each of those raises a question worth asking before you buy:
- The gate and guest passes. Ask the association how owners get through the gate and how guest passes are issued, including for movers, contractors and deliveries.
- Heritage or Land'Or side. Ask which side a home or lot is on, and whether anything in the documents differs between the two.
- Boat and RV storage. If you plan to keep a boat or an RV there, ask whether space is open and what it costs.
Lake Caroline
Lake Caroline is the other planned lake community in Ruther Glen, and it also has a property-owner association. This guide does not describe Lake Caroline's entrance, amenities or rules. Get those from the association and its resale documents, not from a listing description.
If getting to the lake matters to you, ask the association what access comes with a particular home or lot before you make an offer.
Association documents, dues and rules: what to ask for
In either community, ask for the association's resale documents and read them before you commit. Look in them for answers to these questions:
- What are the current dues, how often are they billed, and are any extra charges planned?
- What rules apply to the home or lot, such as building, additions, fences, parking, boats, RVs or renting it out?
- How do the gate and guest passes work (Lake Land'Or)?
- Is storage available to owners, and on what terms?
- Who should you contact at the association with questions after you buy?
If you are buying a lot rather than a finished home, add two more questions: what does the association require before you build, and can the lot get water and sewer service? Put the second one to the county as well, since it is the county that confirms service for a specific lot.
If something in the documents is unclear, ask before you sign.
Dues change the monthly cost of owning a home. To see how a purchase fits your budget, estimate your monthly payment with ASJ's mortgage calculator, then add the association's dues to that figure.
Taxes, water and internet
- Real estate tax. Ruther Glen is unincorporated, so owners pay the Caroline County real estate tax, which is $0.58 per $100 of assessed value for tax year 2026. The lake communities add association dues.
- Water and sewer. Caroline County's Carmel Church-Ladysmith Water System serves the I-95 / Route 1 corridor. Confirm water and sewer service for a specific home or lot with the county.
- Internet. The county broadband project covers both sides of I-95, with Verizon to the west and Breezeline to the east. Check service at the exact address with the provider.
Nearby: golf, the State Fair and Lake Anna
- Mattaponi Springs. The golf course is in Ruther Glen.
- Meadow Event Park. The home of the State Fair of Virginia is at 13191 Dawn Blvd in Doswell. It sits on The Meadow, the farm where Triple Crown winner Secretariat was born.
- Lake Anna State Park. The park is in Spotsylvania County, with 3,127 acres and more than 15 miles of trails on a 13,000-acre lake.
