Richmond is an independent city, so it is not part of any county. Homes inside the city limits pay City of Richmond real estate tax, are zoned for Richmond Public Schools and get City utility service.

ZIP code 23225 covers much of the Southside, south of the James River. Forest Hill, Westover Hills, Westover and Worthington Farms are all inside the city in this ZIP. Part of 23225 lies in Chesterfield County, and since 2011 the Postal Service has let those county addresses use "North Chesterfield, VA". A "Richmond 23225" mailing address does not always mean the City, so check the locality on the tax record before you compare taxes or schools.

The James River Park System is a 600-acre city park along both banks of the river, from Huguenot Flatwater to Ancarrow's Landing. It has more than 20 miles of trails, four public boat ramps, two rock-climbing sites and Class IV whitewater in the middle of downtown, and a 2009 conservation easement protects it from development. Its sections include Pony Pasture Rapids and Belle Isle. Forest Hill Park, at 4021 Forest Hill Avenue, was once a quarry, an estate and an amusement park. Today it has a lake and the historic Stone House, and it is listed on Virginia's historic register.

The City of Richmond real estate tax rate is $1.20 per $100 of assessed value, and the City's adopted FY2027 budget keeps it there. Values are set as of January 1, and the tax is billed in two halves, due January 14 and June 14.

The City's Department of Public Utilities provides natural gas, water, wastewater and stormwater service to more than 500,000 customers in the Richmond area.

Chippenham Hospital, at 7101 Jahnke Road in ZIP 23225, has a Level I Trauma Center and a Level I Burn Center. Downtown, VCU Medical Center is a Level I trauma center verified in adult, pediatric and burn care.
